We stayed at the hotel right here n Osaka river so it was just a 5 minute walk to the cruise location. Exchanged our vouchers for tickets pretty quickly. Everybody spoke English. The cruise itself was very relaxing. It goes through 3-4 different rivers. Not too long but long enough to enjoy a nice view. As we cruised around explanations about our surroundings were given in Japanese and English.
